フセイン・サラミ
フセイン・サラミ（ホセイン・サラミ、ペルシア語：حسین سلام、1960年 - ）はイラン・イスラム共和国の軍人で、イスラム革命防衛隊の総司令官 (参謀総長に相当) である[2][3][4]。

イラン・イラク戦争中、大学生だったときに革命防衛隊に入隊。昇進を重ね、副司令官となった。2019年4月21日にイランの最高指導者アリー・ハメネイは、モハメド・アリー・ジャファリ少将に代わり、革命防衛隊の新総司令官に任命した。
経歴
編集サラミは1960年にイランのエスファハーン州ゴルパエガンにて生まれた[5]。1978年にイラン科学技術大学の機械工学部に入学した。イラン・イラク戦争が始まると、彼はイスラム革命防衛隊に入隊した。戦争後、彼は研究を続け、防衛管理の修士号を取得した[6] 。
軍人としての経歴
編集サラミはイラン・イラク戦争勃発時にIRGCに入隊し、昇進を重ねて副司令官となった[7]。 2019年4月21日、アリ・ハメネイ師はサラミ氏をIRGCの新司令官に任命し、2007年9月以来同職を務めていたモハメド・アリ・ジャファリ氏に代わった[8]。
2020年1月7日にサラミは、先週金曜日にイラクのバグダード国際空港近くで米軍の空爆により殺害された戦友で革命防衛隊コッズ部隊の部下であるカセム・ソレイマニ氏の葬儀で次のように演説した。「最初に最後の言葉を言います。我々は復讐します。我々は復讐します。それは厳しく、強く、断固として、決定的な復讐であり、彼らに後悔させる復讐です。」[9][10]。
2020年1月8日にイラン革命防衛隊のミサイルによりイラン航空PS752便が撃墜された件について、サラミは1月13日にイラン国会に行き、「我々は間違いを犯しました。我々の同胞の何人かが我々の間違いで殉教しましたが、それは故意ではありませんでした...これまでの人生で、今ほど後悔したことはありません。一度もありません...私も搭乗して彼らと一緒に焼け死んでいたらよかったのに...神が我々を許し、その後イラン国民と犠牲者の家族が我々を許してくださいますように。そして我々はこの事件を償う決意を固めました」と述べた[11]。
2020年3月5日にサラミはCOVID-19に言及し、「我々は今、生物兵器戦争に対処している」と述べた。同氏は、それが「アメリカの生物兵器戦争の産物かもしれない」と主張した。この理論は3月8日に国営テレビのプレスTVでさらに広められた[12]。
2024年のイランによるイスラエルへの攻撃の余波で、サラミは次のように述べた。「すべての攻撃に関する情報はまだ完全ではないが、我々が持っている攻撃の一部については、正確で文書化された現場関連の報告書から、この作戦が予想を上回る成功を収めて実行されたことが示されている」[13]。
制裁
編集国連安全保障理事会決議1747号[14]に基づき、2007年3月にサラミに対して制裁が課された[15][出典無効][failed verification][16][出典無効][17]。
2019年4月8日、米国はIRGCとそれに関連する組織、企業、個人に対して経済制裁と渡航制裁を課した[18]。サラミ氏は、IRGCはワシントンが彼らをテロリスト集団に指定したことを誇りに思うと述べた[19]。後に、サラミ氏が制裁リストに含まれていたのは、4月21日にIRGCの司令官に昇進したためだと指摘された[20]。
2022年10月3日、サラミは9つのイランの団体と25人の高官を含むカナダの制裁リストに含まれた。この制裁は、マハサ・アミニの死と、それに続く大規模な抗議活動における抗議者への迫害に対する反応として行われた[21]。
